This footage was taken from a CCTV camera outside the Tonbridge school in West Kent. The following incident happened early on a Saturday morning in 2001. The road has a 30mph speed limit. The camera records at a speed of 1 frame per second.

The footage begins with two cyclists passing the camera on the left hand side. Further up the road, the pavement is blocked where maintenance work has been taking place. The second cyclist, who had been riding on the pavement, has to go around the obstacle. He glances over his shoulder and, seeing that it is clear, pulls out into the road.

A fraction of a second later, a motorcycle appears. Crash investigators calculate that the bike was travelling at 67mph for the first two frames that it appears on screen – more than double the speed limit.

By the time that the rider spots the cyclist, it is too late. The speed he is travelling at doesn’t allow him time to react. Just 3 seconds after appearing on the screen the bike strikes the cyclist. Despite his efforts to stop, the biker collides with the cyclist at 52mph.

The cyclist is flung through the air and the motorbike veers off to the left. The motorcyclist walked away from the crash unscathed but the cyclist was left with permanent brain damage.

On examining this footage, crash investigators recommended that a charge of dangerous riding should be brought against the biker. Due to a technicality, the rider escaped with a charge of careless riding. The result was a £2,000 fine, six months disqualification and being forced to re-take his test. The result for the innocent cyclist was a life sentence.
